Sending Tips Absolutely the best way of making sure your message is read, although it is more work, is to send an individual email to each agency with their name in it. The advantage of this is that you can make it look as though you visited their web site and decided to apply. Then it will not even enter their heads that you've sent basically the same email to several hundred other agencies.
If not sending out individually, I also suggest breaking the list down into smaller chunks for emailing for the following reasons...

likely to be automatically deleted from mail servers as SPAM.

You can use specific software to send your email periodically. To my experience EasyMail of G-Lock is a great tool when used carefully.
Again do not send more than 30 emails per day.
If using a email sending software, set the threads to 1 or 2 and the timeout to 120 or more sec. This means that 1 or 2 emails will be sent every 120 seconds. This minimizes the chance that your email be classified as SPAM and never reach its destination.
Always require a Read Receipt. In this way you will always know if your email is read or deleted.
